Background
Roy's career spans over four decades of military service and financial expertise. After graduating from the United States Naval Academy in 1976, he served as a Naval Flight Officer, logging over 3,000 flight hours in F-4 Phantoms and F-14 Tomcats with 830 carrier landings during his 24-year military career.
Throughout his military service, Roy actively managed investments and earned his MBA in Finance. In 1993, while still on active duty, he became an SEC Registered Investment Advisor and established Weisert Investment Services, Inc. He is believed to be the only person to achieve CFP® certification while serving in active duty military status.
After retiring from the Navy in 2000, Roy entered Civil Service while continuing to provide investment services. His 2007 doctoral dissertation on Investment Strategies forms the foundation for the methodologies used in TSP TIPS today.
Investment Philosophy

Roy's approach uses a Trending Investment Portfolio Strategy (TIPS) based on technical analysis and risk management. The strategy focuses on long-term wealth preservation, exemplified by the +4.2% return achieved during 2008 when the S&P 500 lost over 38%.
